and of an Agency at Chefoo. The grounds on which this application is founded
are set forth at length in Mr Lister's Report to the Colonial Secretary.
In regards Tientsin, the recommendation is stated to be made principally in order to give the members of the Peking Legation the facility of posting at that Port Registered Letters - the fees upon which would fall into the revenue of Hong Kong.
At Amoy the Assistant, is said to be required because of the increased number of residents in the neighbouring Island of Formosa, and the incessant exchanges of mails with Hong Kong.
At Chefoo the ground of application is that, although there is a Post Office conducted by the Chinese Custom House under European officers, the residents cannot prepay letters to countries outside of China, nor is any facility given for registration of letters; at the same time it is admitted by Mr Lister that the establishment of a British Post Office at Chefoo might be regarded as an act of hostility to the existing Custom House Post Office, which, he adds, operated with some degree of success.
It appears to the Postmaster General that the question raised does not affect the British community at the Chinese ports more than other Foreign communities.
